About Us
TIBCAS (TIB Corporate Advisory Services) started in 2022 as a result of ideas by the two directors Winnie and Andrew. Andrew have been focusing on corporate insurance and risk solutions for the past 10 years and in his course of dealing he realize there this is a gap in services and this could be complimented by the setup this new company.

Andrew have been focusing on corporate insurance and risk solutions for the past 10 years and in his course of dealing he realize there this is a gap in services and this could be complimented by the setup this new company.
With TIBCAS offering the services, both Winnie and Andrew believe that the business model is then complete.
Winnie is a Chartered Secretary with the Chartered Secretaries Institute of Singapore and she also holds a Bachelor of Commerce. She is an associate member of the Chartered Secretary for the past ten years and have vast experience in corporate compliance, company restructuring and others.
Andrew holds a Doctor of Business Administration from Australia and is fellowship member with Australia and New Zealand Institute of Insurance and Finance for more than 10 years. In his relentless belief of Lifelong learning, he holds a Masters from University of Oxford and is currently pursuing a Masters of Law to ensure that he achieves greater corporate compliance

Dr Andrew Tan, DBA, ANZIIF (Fellow)
Andrew has a Doctorate in Business Administration and is an ANZIIF (Fellow), with more than 7 years of experience in the insurance business and was previously focusing on claims management. Andrew wears many hats in the areas of broking, business development and customer service. He is a firm believer that claims management is delivering the promise made during policy issuance. Outside of insurance, Andrew is the Chairman of the Singapore National Monument – Tan Si Chong Su and is active in charity work. When he is not on the job, Andrew enjoys soaking up philosophy and travelling around the region to do his bit for charity.

Saw Seng Cheng
MBA, A.Sc, ACLA, ANZIIF (Snr Assoc) CIP
Chartered Loss Adjuster
Saw holds a Master’s in Business Administration and Associate Degree in Administration of Justice. He is also a Chartered Loss Adjuster whereby he was admitted as a Fellow Associate of The Australasian Institute of Chartered Loss Adjuster and a Senior Associate of The Australian and New Zealand Institute of Insurance and Finance.
Saw worked as a loss adjuster in Malaysia and Singapore since year 2000 which he involved in both technical as well as management roles. As a loss adjuster, he handled various large and complex claims and he had involved in various catastrophic losses during the past 2 decades. As a General Manager in TIB, he oversees TIB’s planning and operation. Saw is also leading Risk Advisory team in TIB to facilitate clients’ claims and managing and handling of clients’ challenging and complex claims. They also assist clients in managing their risks by conducting risk survey, proposing risk improvements, and organizing various seminars involving road and work safety challenges.

Jenny Poh
Jenny Poh joined Tan Insurance Brokers Pte Ltd in August 2023 as the Financial Controller, where she oversees all finance and accounting functions. With over 27 years of extensive experience in financial management, corporate strategy, accounting, business advisory, and external audit, Jenny brings a wealth of expertise to her role. She has previously held senior positions including Group Financial Controller at Smitech Engineering Pte Ltd, Senior Business Advisory Manager at RSM Corporate Advisory, IPO Consultant for a poultry and meat processing company, Corporate Finance Director at Autron Corporation Limited, and Finance Manager at SNP Corporation Limited.
Throughout her career, Jenny has been instrumental in executing IPO exercises, conducting financial due diligence, facilitating mergers and acquisitions, driving corporate restructuring initiatives, and leading fundraising efforts totaling approximately $160 million. Jenny’s professional background also includes senior audit roles at prestigious firms such as Arthur Andersen, BDO International, and Smalley & Co CPA, further solidifying her reputation as a seasoned financial expert.
